Thin soil over rock is its own problem

The North Shore is bedrock country, and Two Harbors sits on it. Where soil cover is shallow, water that infiltrates has nowhere to drain — the rock beneath acts as a floor, so the thin soil mantle stays saturated and behaves like a shallow bathtub. That's an efficient recipe for ice lensing: plenty of water, fine soil, and a hard boundary that concentrates the freezing action right where slabs are founded.

The heaving here is often more abrupt than in the deeper soils south of the city. A slab can lift on one corner where the rock sits close to the surface while the other corner, over deeper soil, stays put. That differential movement is what cracks concrete rather than just moving it.

Lake County is Zone I

Minnesota Rule 1303.1600 places Lake County in Zone I — the same 5-foot frost depth requirement as St. Louis and Carlton Counties, the deepest in the state. An old port town

Two Harbors has been shipping iron ore since 1884, and it's the birthplace of 3M — founded here in 1902 before the company moved south. The residential streets reflect that history: a working port town's housing stock, much of it old, with original walks, stoops and small detached garages. Concrete on those properties has run the heave cycle for generations.

Newer lakeside and near-shore construction brings a different issue: slabs placed over imported fill on uneven bedrock, where the fill consolidates unevenly and the slab follows it down.
