Frost Heave & Concrete: The Duluth Guide
What ice lensing actually is, why the Northland is an extreme case, the annual cycle your slab is on, and what leveling really costs in Minnesota.
1. What frost heave actually is
Frost heave is not simply "water in the ground freezes and expands." Freezing water does expand about 9%, but that alone can't lift a driveway several inches. The real mechanism is ice lensing.
As the freezing front moves down through soil, ice begins forming in the pore spaces. Surface tension in the remaining unfrozen water films pulls more water upward toward that freezing front — a process called cryosuction. That migrating water keeps arriving and keeps freezing onto the existing ice, building a horizontal layer of clear ice called a lens. The lens can grow far thicker than the original water content of the soil, because it is continuously fed from below. That growing lens is what lifts the slab.
Three conditions have to be present: freezing temperatures reaching the soil, a supply of water, and frost-susceptible soil. Clean gravel and coarse sand drain too fast and have pores too large to sustain cryosuction, so they barely heave. Silts and clay-rich soils are the worst offenders — fine enough to wick water strongly, slow enough to hold it. The loamy soil over firm clay till (20–35% clay, poor drainage) described by the USDA soil series literally named "Duluth" is textbook frost-susceptible ground.
2. Why the Northland is an extreme case
- Zone I frost depth. Minnesota Rule 1303.1600 assigns St. Louis County to Zone I, which requires footings 5 feet deep — the deepest frost-depth requirement in the state. Carlton County (Cloquet) and Lake County (Two Harbors) are Zone I as well. Flatwork sits inches down, nowhere near that line.
- 106 days below freezing. Duluth's daily high stays below 32°F an average of 106 days a year — second-highest of any city in the contiguous United States.
- ~42 freeze-thaw cycles a year. Every crossing of the freezing point is another lens forming or collapsing. It is the number of cycles, not just the depth of cold, that grinds slabs out of position.
- 90 inches of snow, on the ground 137 days. That snowpack is a reservoir. When it melts, it delivers a large volume of water into soil that is still frozen underneath — so it can't drain.
- Clay till underneath. Meltwater reaches the firm clay layer, stops, and perches directly beneath your slab, saturating the exact soil that supports it.
- An old housing stock. More than 40% of Duluth's housing predates 1940. Original walks, aprons and basement floors have run this cycle 80-plus times.
3. The annual cycle your slab is on
Fall — saturation
Autumn rain and the first snowmelt soak the subgrade. Downspouts, negative grade and open joints decide how much water gets under the concrete. Whatever is there in November is what freezes in December.
Winter — heave
The freezing front descends. Lenses form under the slab and push it upward — often unevenly, because the soil, shade and snow cover aren't uniform across a driveway. This is when the lip between panels appears and when plow blades start catching it.
Spring — thaw and settlement
Lenses melt. The soil, now waterlogged and structurally weak, loses volume and can't fully re-support the slab. MnDOT's spring load restrictions in the North frost zone — the state's official signal that the ground is thawing and weak — typically begin in late March. That's the same window when homeowners notice the drop. The slab comes down, but not all the way back, because the void the lens carved out is still there.
Summer — the "it looks fine now" trap
By July everything is dry and the slab looks stable, so the repair gets postponed. But the void underneath is now permanent and slightly bigger than last year. Summer is actually the best time to lift: the soil is at its driest and most stable, so the lift you make is the height you keep.
4. Honest cost ranges
These are typical ranges from industry pricing, not quotes for your property. Access, void size, slab condition and lift height all move the number.

5. What you can do yourself to slow heave
None of this requires hiring anyone. Frost heave needs water, and water is the part you can control.
- Extend your downspouts. Get roof water at least 6 feet from the foundation and off any adjacent slab. A single downspout discharging beside a garage apron can saturate the exact soil holding that apron up. This is the highest-value hour you can spend.
- Caulk the joints. Open control joints and the gap between slab and foundation are direct pipelines to the subgrade. A quality self-leveling polyurethane sealant, reapplied every few years, keeps surface water on the surface.
- Fix negative grade. Soil should fall away from the house roughly 6 inches over the first 10 feet. Where a slab has settled toward the house, that pitch has to be corrected in the concrete, not just the landscaping.
- Move snow piles off slabs. Where you pile shoveled snow is where you're concentrating meltwater in March. Pile it downhill and away from driveways, aprons and the foundation.
- Keep de-icing salt use moderate. Salt doesn't cause heave, but it accelerates surface scaling — and scaled, crumbling concrete eventually can't be lifted, only replaced. Sand adds traction without the chemistry.
- Watch the joint at the house. Any patio, stoop or walk that has begun tipping toward the foundation is delivering water to your basement wall every thaw. Catch it early.
6. When to call someone
Call when there's a lip you can catch a toe on, when a slab pitches toward the house, when water pools where it used to run off, when a garage door no longer seals to the floor, or when a driveway panel has dropped enough that the plow catches it. Those are all situations that get worse — and more expensive — with each winter you leave them.
Call when it's early, too. A slab lifted before it cracks stays a lifting job. A slab left until it breaks up becomes a replacement job at roughly $6–15 per square foot.
